GMC FOI re MAPs regulation

In your news article “More information on PAs and AAs” [link], “Our work to introduce regulation of PAs and AAs is wholly funded by direct grant from the DHSC and closely managed to ensure no cross-subsidisation from doctor fees.”

Could you please provide me with the following information:

  • How much exactly has the GMC received over each of the last three years, and how much is the GMC due to receive over the next three years (broken down by year) from DHSC to introduce regulation of PAs and AAs?

  • A copy of the terms of engagement (or similar) for this piece of work, indicating details of key deliverables / associated KPIs

  • A copy of the latest minutes for the committee that is immediately responsible for undertaking this piece of work

Thank you for your email of 26 October asking for information relating to the regulation of AAs and PAs. I’ve considered your request under the Freedom of Information Act 2000 (FOIA). I’m sorry for the delay in providing this response and any inconvenience caused.

  • How much exactly has the GMC received over each of the last three years, and how much is the GMC due to receive over the next three years (broken down by year) from DHSC to introduce regulation of PAs and AAs?

The GMC agreed to take on regulation of PAs and AAs on the condition that no additional costs would fall on doctor registrants. We invoice the DHSC for all costs arising from our work on PAs and AAs and will continue to do so until these are covered by PA and AA registration fees. Please see the below table for details of these transactions:

We invoice the DHSC on a quarterly basis for our actual costs (primarily staff time) incurred in the previous quarter and regularly update our forecasts for future costs. Our current estimate is that we’ll require an additional £2.2 million in funding from the DHSC over the next two years, on top of the £8.1 million already invoiced to date. However, we may ask the DHSC for more, or less, than this depending on the amount of work needed and the date when regulation starts.
