GMC FOI re MAPs: follow-up
This is in follow-up to the original request made to the General Medical Council (GMC) in October 2023, regarding the regulation of Medical Associate Professionals (MAPs) in the UK.
Follow-up, dated 8 December 2023:
Many thanks for forwarding to me the below information.
I have taken some time to go through the minutes and MoU; I’m afraid I’m lacking context on some of this information as it’s frequently referring to decisions made on other meetings, or by other committees. In order for me to fully understand these documents you have supplied, I would be obliged if you might provide the following:
Two copies of the Project Risk Log as referenced in the MAPs Programme Board Meeting minutes (one copy as at July 2023, as well as the most recent version)
A copy of the previous version of the MoU (prior to April 2023)
Copies of the most recent minutes from each of the following: Project Governance Group quarterly meeting Financial Accountability Group quarterly meeting Prescribing Working Group
Copies of all the MAPs Programme Board meeting minutes over the past 12 months (including the most recent meeting on 21st November, but excluding the October 4th minutes, which you have already sent me a copy of).
Can you also please confirm that the minutes of the MAPs Programme Board meeting on October 4, 2023 you sent is the original version and has not been modified since it was originally written? The document metadata indicates this copy of the minutes was newly generated a month after my FOI was submitted, which raises questions re the integrity of the document / information as supplied.

Response, dated 22 January 2024:
Thank you for your email of 8 December asking for further documents relating to the MAPs programme. I’ve considered your request under the Freedom of Information Act 2000 (FOIA). I’m sorry for the delay in providing this response and any inconvenience caused.
- Two copies of the Project Risk Log as referenced in the MAPs Programme Board Meeting minutes (one copy as at July 2023, as well as the most recent version)
We did not present a copy of the risk log at that particular Programme Board meeting. Our risk log is contained in a live online system and so to respond to your request we have:
a) Created a bespoke download of currently open risks, their mitigating actions and ratings, as at 12 January. This includes the actions that were taken following the discussion at October Programme Board.
b) Provided the same information from a risk register download taken on 30 August, which is the closest point to July for which we hold a historic risk download in our files. This download was originally created for a risk log review within the MAPs team that took place on 30 August and it therefore shows marked amendments that would have been added to the live system after the discussion.
Please find these two versions of the log attached.

We have not received and do not hold minutes for any of these meetings, all of which are led by DHSC.

We can confirm that the minutes of the 4 October 2023 MAPs Programme Board supplied were not modified prior to sending. In order to share securely, we simply created a pdf of the Word version of the minutes saved in our files; the metadata on the pdf file reflects the date it was created –- 20 November. We would note also that it is normal practice for minutes to be drafted soon after each meeting but not finalised until the subsequent meeting (in this case, 21 November 2023) to allow for comments and corrections from attendees.
